Samuel 2 was bishop of Chonai; formerly subject to Laodikeia, he was given independence and raised to the status of archbishop by Photios 1 when in 859/860 the latter sent him on an embassy to pope Nikolaos 28 at Rome, with the bishop of Amorion, Theophilos 24, asking for papal representatives to attend a council on the state of the church: Nicetas, Vita Ignatii 516B (ἀποστέλλει τοίνυν Θεόφιλον ἐπίσκοπον τοῦ Ἀμορίου καὶ Σαμουὴλ ἐπίσκοπον ἄχρις ἐκείνου τῶν Χωνῶν ὑπὸ Λαοδίκειαν τυγχάνοντα, ἀρχιεπίσκοπον τετιμηκώς). The date must be after Photios 1 became patriarch in late 858 and before the Council met in 861. This is presumably the same embassy as that recorded in Lib. Pont. 107. 18, when Michael III (Michael 11) sent the bishops Methodios 4 and Samuel 2 ("Samuel episcopus"), the deposed bishops Zacharias 21 and Theophilos 24 and the protospatharios Arsaber 7 to Rome with gifts for St Peter's and letters to Nikolaos 28 asking him to send representatives to Constantinople ostensibly on business connected with the iconoclasts but actually to win support for the emperor's actions in connection with Ignatios 1 and Photios 1.
