Zacharias 21 was a bishop whose see is not recorded; Zacharias 21 was deposed (perhaps by the patriarch Ignatios 1); after the deposition of Ignatios 1, Zacharias 21 was a member of an embassy sent by Michael III (Michael 11) to Rome with gifts for St Peter's and letters to pope Nicholas I (Nikolaos 28) asking him to send representatives to Constantinople to enquire into the matter of Ignatios 1 and Photios 1: Lib. Pont. 107, 18 ("et alii duo depositi ab honore episcopatus, Zachariam et alius Theophilus"). For the other envoys, see Arsaber 7. The date was between 858 and 861; see Theophilos 24.
