Arsaber 7 was a protospatharios; described as an imperial layman ("imperialem laicum nomine Arsavir, protospathario" sic); he accompanied several bishops and former bishops (Methodios 4, Samuel 2, Zacharias 21 and Theophilos 24) to Rome on an embassy sent by Michael III (Michael 11) to the bishop of Rome, Nicolas I (Nikolaos 28) with gifts for St Peter's (which are listed in the Lib. Pont.) and requesting the pope to send representatives to Constantinople ostensibly on business concerning the iconoclasts but actually to secure support for the overthrow of the patriarch Ignatios 1 and the installation of Photios 1 in his place: Lib. Pont. 107, 18, cf. 107, 38 (envoy of Michael 11 to Nikolaos 28, asking him to send representatives to Constantinople to enquire into the facts concerning Ignatios 1 and Photios 1; styled "spatharius - per Arsabir spatharium scilicet legatum"). The date was after the expulsion of Ignatios 1 in 858 and before the Council of Constantinople in 861. His name suggests that he was of Armenian descent.
