Theodoros 36 was bishop of Trimithous in Cyprus; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at the last five sessions (sessions fourteen to eighteen, from 5 April to 16 September), at each of which he represented the archbishop of Cyprus, Epiphanios 2: Riedinger, pp. 630-822 (= Mansi XI 584-669). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled In the lists of those attending each session he is styled Θεοδώρου ἐπισκόπου πόλεως Τριμιθούντων ἐπέχοντος τὸν τόπον Ἐπιφανίου (see Epiphanios 2): Riedinger, p. 630, line 15, p. 666, line 24, p. 684, line 24, p. 706, line 22, p. 754, line 20 (= Mansi XI 584, 604, 613, 622, 625). During the fourteenth session he and the other Cypriote bishops Stratonikos 1 and Tychon 1 produced a collection of evidence from the Fathers, especially St Athanasios, in support of the doctrine of Two Wills and Two Energies; they also discovered in Constantinople an old codex containing sermons of St Athanasius, from which extracts were read: Riedinger, pp. 654-656 (= Mansi XI 596-597). After the Council he subscribed the copy of the definition of the faith sent to the bishop of Rome, Agatho 1: Riedinger, p. 891, lines 9-10 (= Mansi XI 688).
