Theodoros 22 was a priest of the church of Rome, he was one of the three clergy from there who represented pope Agatho 1 at the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681: Riedinger, p. 16, lines 3-5 (= Mansi XI 209) (he and Georgios 15 τῶν εὐλαβεστάτων πρεσβυτέρων and Ioannes 31 τοῦ εὐλαβεστάτου διακόνου represented Agatho 1), Lib. Pont. 81. 3, 82. 2, Photius, Ep. 1, p. 12, lines 322-325 (I 12 Laourdas-Westerink) (cited under Georgios 15).

He was sent to the Council by pope Agatho 1: Riedinger, p. 56, line 8, p. 889, line 19, p. 895, lines 31-32, p. 870, lines 4-5 (= Mansi XI 236, 685, 716, 728). In the signatures to the statement of the faith, which condemned monotheletism, and to the Council, Riedinger, p. 778, lines 4-5, p. 822, lines 4-6 (= Mansi XI 640, 668) he is styled ἐλάχιστος πρεσβύτερος τῆς ἁγίας ἐκκλησίας Ῥώμης. He and his colleagues attended all eighteen sessions of the Council: Riedinger, pp. 16-822 (= Mansi XI 209-668).

At the opening session they raised the subject of the recent heresies of monotheletism and of One Energy: Riedinger, pp. 20-22 (= Mansi XI 212-213). At the sixth session (February 12) he and the other papal delegates condemned the testimonia produced in support of the doctrine of One Will by Makarios 1 and his supporters as corrupt and they in their turn undertook to produce other copies of the Fathers which supported the anti-monothelete stance: Riedinger, p. 178 (= Mansi XI 325).

They produced a volume (κωδίκιον) at the seventh session (February 13) containing statements by the Fathers supporting Two Wills and Two Energies and by heretics supporting One Will and One Energy, which was read out by Stephanos 16; following a query from the emperor, they declined to produce further evidence, arguing that they had produced sufficient and did not wish to weary the Council: Riedinger, pp. 186-188 (= Mansi XI 329-332). At the eighth session he and the other representatives from Rome spoke out against the belief of Makarios 1 and Stephanos 17 that the Will of Adam was the same as that of God: Riedinger, pp. 244-246 (= Mansi XI 368).

At the eleventh session (20 March 681) they again declined to produce further evidence, as they had brought forward sufficient already, but asked that writings by Makarios 1 and Stephanos 17 in the possession of the patriarchate of Constantinople be produced for examination: Riedinger, p. 494-496 (= Mansi XI 509).
