Stephanos 16 and Konon 1 were priests and monks from the monastery of the Domus Arsiciae at Rome; they both attended the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681 and were present at all eighteen sessions: Riedinger, pp. 18-764 (= Mansi XI 212-629). In the lists of those attending each session they are styled Κόνωνος καὶ Στεφάνου πρεσβυτέρων καὶ μοναχῶν μονῆς ἐπιλεγομένης Δόμου Ἀρσικίας, διακειμένης ὡσαύτως κατὰ τὴν πρεσβυτέραν Ῥώμην (or similar): Riedinger, p. 18, lines 24-25, p. 30, lines 26-27, etc. (= Mansi XI 212, 220, etc.). They were neither bishops nor representatives of bishops and therefore their signatures do not appear among the subscriptions either to the statement of the faith, which condemned monotheletism, or to the Council. At the seventh session, on 13 February 681, Stephanos read out to the Council the volume (κωδίκιον) produced by the papal delegates containing statements from the Fathers supporting the doctrine of Two Wills and Two Energies and from heretics supporting the doctrine of One Will and One Energy: Riedinger, p. 186, lines 21-26 (= Mansi XI 332) (Στέφανος ... πρεσβύτερος καὶ μοναχὸς μονῆς ἐπιλεγομένης Δόμου Ἀρσικίας, εἷς τυγχάνων τῶν ἐκ μέρους τοῦ ἀποστολικοῦ θρόνου τῆς πρεσβυτέρας Ῥώμης).
