Germar 1 was a Frankish comes; in 800 he was one of three comites among the envoys sent by Charlemagne (Karoulos 1) to escort pope Leo III (Leo 11) back to Rome from Francia; the other two comites were Helmgoth 1 and Rottecar 1 ("Helmgoth, Rottecario et Germario gloriosissimis comitibus"); in Rome the envoys investigated allegations against the pope and, finding them baseless, arrested the accusers and sent them to Francia: Lib. Pont. 98. 20, cf. 98. 18 (Charlemagne sent high-ranking clergy, his own royal council and leaders of the Franks to escort the pope). For the other members of the embassy, see Arn 1. They were all presumably present when Charlemagne arrived in Rome shortly afterwards and received the imperial crown from the hands of the pope: Lib. Pont. 98. 21-23. The three comites were perhaps members of Charlemagne's royal council.
