Thomas 60 was patriarch of Jerusalem, who in c. 798 ordained Michael 51 to the priesthood in the Church of the Anastasis in Jerusalem: Vita Mich. Sync. 4. In 811 he made Michael his synkellos at Jerusalem, and moved him with Theodoros 68 and Theophanes 6 from the laura of Hagios Saba into the monastery of the Spoudaioi at Jerusalem; a few days later he ordained Theodoros and Theophanes priests: Vita Mich. Sync. 5. When a request came from the bishop of Rome for advice on dealing with heretical Franks who were adding the procession of the Holy Spirit from the Son as well as the Father, Thomas convened a council which decided to send Michael 51 to the West: Vita Mich. Sync. 6.

Patriarch of Jerusalem, Thomas 60 received from Theodoros 15 (Theodore the Stoudite) a copy of the iconoclast teachings to examine; he is styled τῆς ἀποστολικῆς ὑμῶν μακαριωτάτης κορυφῆς and τῆς σῆς θεοσοφίας: Theod. Stud., Ep. 276 (a. 818; addressed τῷ τὰ πάντα ἁγιωτάτῳ πατρὶ πατέρων, φωστῆρι φωστήρων, κυρίῳ μου δεσπότῃ πατριάρχῃ Ἱεροσολύμων). During the persecution under Leo V (Leo 15) Theodoros 15 wrote to the four patriarchs describing the persecution and asking them to help the victims: Vita B Theod. Stud., 289C, Vita C Theod. Stud. §45, p. 285, Vita A Theod. Stud., 192D-193A. Between 821 and 826, when the persecution was relaxed but not yet ended, Thomas 60 wrote to Theodoros 15 and received a letter in reply; he is styled τῇ κορυφαίᾳ ὑμῶν μακαριότητι and addressed as ὦ θεία καὶ ἱερὰ κεφαλή: Theod. Stud., Ep. 469 (addressed Θωμᾷ πατριάρχῃ Ἱεροσολύμων). Thomas 60 is also alluded to in connection with Sokrates 1 in one of Theodoros 15's sermons; cf. Theod. Stud., Catech. Parva 121 (p. 422 Auvray).
