Thomas 1 was bishop of Neokaisareia (in the Armeniac theme) some time between 811 and 820 (under the reigns of Michael I or Leo V); he and Parakondakes 1 received orders from the emperor to seek out and kill heretics; they killed those they found but both men were later murdered themselves, Thomas by the Kynochoritae: Peter of Sicily, 175-177.
