Theophylaktos 22 was bishop of Kinnaborion in Phrygia Salutaris; in 787 he attended the Second Council of Nikaia (the Seventh Ecumenical Council) and was probably present at all eight sessions, from 24 September to 23 November 787: Mansi XII 998-XIII 486. In the lists of those present at the first and seventh sessions he is styled Θεοφυλάκτου ἐπισκόπου Κινναβώρου or similar: Mansi XII 998 (Κινναβώρου), XIII 372 (Κινναβάρεως). Elsewhere he is styled Θεοφύλακτος ὁ ὁσιώτατος ἐπίσκοπος Κινναβόρου or similar: Mansi XII 1107 (Κινναβόρου), XIII 148 (Κινναβόρεως). In the list of names from the seventh session (Mansi XIII 396) his name is missing from the Greek text but his see is recorded. His name, together with the name and see of the previous bishop on the list (Niketas 25 of Augoustopolis) and the see of the previous bishop Damianos 3 (Meros) have all been omitted (Δαμιανὸς ἀνάξιος ἐπίσκοπος πόλεως Κιναβάρων). The text is to be restored: Δαμιανὸς ἀνάξιος ἐπίσκοπος Μήρου ὁμοίως. Νικήτας ἀνάξιος ἐπίσκοπος Αὐγουστοπόλεως ὁμοίως. Θεοφύλακτος ἀνάξιος ἐπίσκοπος πόλεως Κιναβάρων ὁμοίως. The Latin version in Mansi (XIII 395) is itself a restoration. Cf. also Ioannes 111, whose name may also have been lost at this lacuna. At the second session Theophylaktos 22 supported the traditional veneration of icons as described in statements from pope Hadrian I (Hadrianos 1) and condemned iconoclasts: Mansi XII 1107. At the fourth session he subscribed the statements read out from the Fathers in support of the veneration of icons: Mansi XIII 148. At the seventh session he subscribed the statement of the faith adopted by the Council: Mansi XIII 396.
