Theodoros 163 was also known as Caliopas: Lib. Pont. 75. 2, 76. 8. A patricius, he succeeded the exarch of Italy, Isaac (Isaakios 2), as governor of Italy: Lib. Pont. 75. 2 ("audiens hoc imperator quia defunctus est Isacius, misit Theodorum patricium exarchum, cui cognomento Caliopa, ad regendam omnem Italiam"). The date was 643 or 644; cf. PLRE III, p. 720.

Subsequently, after the revolt and death of the exarch Olympios 1 (in c. 652/653), Theodoros 163 was sent as exarchus (again) to Italy with Theodoros 164 to arrest pope Martin (Martinos 6); they seized Martinos 6 and took him back to Constantinople: Lib. Pont. 76. 8 ("Theodorus exarchus, qui cognomento Caliopa"), cf. Theod. Spoud., Hypomnesticum, praef., p. 67 (unnamed exarch of Ravenna, ordered by the emperor Constans (Konstans 1) to arrest pope Martinos 6 and send him to Constantinople).

Theodoros 163 was the son of Apollenarius and the husband of Anna 15; according to a document dated between c. 643/644 and c. 665/666 he and his wife and children leased property from the church of Ravenna which had once belonged to his father but been donated by Apollenarius to the church: Tjaeder, P. Ital. 44 = Marini, P. Dip. 132.
