Theodoros 27 was bishop of Nea Ioustinianopolis (also called Gordus and Mela) in Bithynia; he attended the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681 and was present at all eighteen sessions: Riedinger, pp. 18-826 (= Mansi XI 212-676). In the list of subscriptions to the statement of the faith he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος νέας Ἰουστινιανουπόλεως ἤτοι Μέλης τῆς Βιθυνῶν ἐπαρχίας in the Greek text; the old Latin version calls his see "ciuitatis Iustinianopoleos Gordi": Riedinger, p. 790, lines 23-24, p. 791, line 26 (= Mansi XI 649-650). In the subscriptions to the Council he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος Ἰουστινιανουπόλεως ἤτοι Μέλης in the Greek text; the Latin, printed only in the Mansi edition, calls his see "civitatis Justinianopoleos vel Melae" : Riedinger, p. 826, line 27 (= Mansi XI 675-676). In the lists of those attending each session he is styled Θεοδώρου ἐπισκόπου Ἰουστινιανουπόλεως Γόρδου (Latin "Iustinianopoleos Gordi"): Riedinger, p. 18, line 7, p. 30, line 9, etc. (= Mansi XI 212, 220, etc.). Still bishop in 692, he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 156, no. 103 (= Mansi XI 996) (Θεόδωρος ἀνάξιος ἐπίσκοπος πόλεως Νέας Ἰουστινιανοῦ τῆς Βιθυνῶν ἐπαρχίας).
