Theodoros 21 was bishop (archbishop) of Ravenna; he was the first bishop of Ravenna for many years to visit Rome in person and submit to the pope (Agatho 1): Lib. Pont. 81. 1 ("Theodorus archiepiscopus Ravennas semetipsum sedis apostolicae post multorum annorum curricula praesentavit"). Agatho 1 was bishop of Rome from 678 to 681. Bishop of Ravenna; he was one of the hundred and twenty-five Western bishops who attended the Council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger, p. 158, lines 7-8 (= Mansi XI 313-314) (Θεόδωρος ἐλάχιστος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας Ῥαβέννης; the old Latin version printed in Riedinger, p. 159, line 6 calls him "Theodorus exiguus episcopus sanctae ecclesiae Rauennatis"). He did not attend the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681, but was represented there by the priest Theodoros 24: Riedinger, pp. 16-822 (= Mansi XI 209-669). In the lists of those attending each session he is styled τοῦ θεοφιλεστάτου ἀρχιεπισκόπου Ῥαβέννης Θεοδώρου : Riedinger, p. 16, lines 18-19, p. 28, lines 22-23, etc. (= Mansi XI 209, 217, etc.). In the subscriptions to the statement of the faith, condemning monotheletism he is styled Θεοδώρου τοῦ μακαριωτάτου ἀρχιεπισκόπου τῆς Ῥαβεννησίων πόλεως: Riedinger, p. 778, lines 21-22 (= Mansi XI 641), and to the Council he is styled Θεοδώρου τοῦ ἁγιωτάτου μου ἀρχιεπισκόπου ὁμοίως: Riedinger, p. 822, lines 26-27, cf. p. 891, lines 14-15 (= Mansi XI 669, cf. 688). He was archbishop of Ravenna from 677 to 691: Agnellus, Lib. Pont. Eccl. Rav. 118, 122, 124.
