Symeon 23 was a basilikos spatharios and strategos of the Thrakesioi; owner of seals dateable to the ninth century: DOSeals III 2.51a, b, c (b and c = Zacos and Veglery 2406). The name and titles on the seals combined read: Συμεὼν βασιλικῷ σπαθαρίῳ καὶ στρατηγῷ τῶν Θρᾳκησίων (the α shown between β and σπ in DOSeals, loc. cit., is an error; the photographs ad loc. clearly show this).

Probably identical with Symeon, basilikos protospatharios and strategos of the Thrakesioi, owner of another similar seal also dateable to the ninth century: DOSeals III 2.52 = Zacos and Veglery 2405. Obv.: cruciform monogram of Θεοτόκε βοήθει with τω - σω - δου - λω in the corners. Rev.: Συμε - ων β' α' σπαθ - και στρα' των - Θρακι'. The name and titles read: Συμεὼν βασιλικῷ πρωτοσπαθαρίῳ καὶ στρατηγῷ τῶν Θρᾳκησίων. If the identification is correct, Symeon 23 was apparently promoted from spatharios to protospatharios while in office as strategos of the Thrakesioi. Cf. also Symeon 12.
