Leo 165 was an asekretis; envoy from Constantinople to the bishop of Rome, Nicolas I (Nikolaos 28), probably bearing a letter from the emperor Michael III (Michael 11); he told Nikolaos 28 about the Council held at Constantinople in 861 at which the papal representatives Radoald 1 and Zacharias 19 had supported Photios 1 against Ignatios 1; later he returned to Constantinople with letters from Nikolaos 28 to the emperor and to Photios 1 in which the pope refused to accept either the deposition of Ignatios 1 or the succession of Photios 1: Lib. Pont. 107. 40-41. Perhaps to be identified with Leo 24.
