Bernard 1 was a Frankish bishop (perhaps of Worms); in 800 he was one of the envoys ("missi") sent by Charlemagne (Karoulos 1) to escort pope Leo III (Leo 11) back to Rome; in Rome they investigated allegations against the pope and, finding them baseless, arrested the accusers and sent them to Francia: Lib. Pont. 98. 20, cf. 98. 18 (Charlemagne sent high ranking clergy, his own royal council and leaders of the Franks to accompany the pope). They were probably all present when Karoulos 1 arrived in Rome shortly afterwards and received the imperial crown from the hands of the pope: Lib. Pont. 98. 21-23.
