Zacharias 13 was metropolitan bishop of Hierapolis in Phrygia Pacatiana; owner of a seal dateable to the middle or late seventh century: Laurent, Corpus V 1, no. 729 = Schlumberger, Florilegium, p. 566, no. 15. Obv.: [+Κύριος] - ὁ Θεὸς β[ο]ή - θη τῷ δ - ούλῳ σου. Rev.: Ζαχαρι - α μητρο - πολι Ιερα - πολ Πακα - τιανις. The name and title read: Ζαχαρίᾳ μητροπολίτῃ Ἱεραπόλεως Πακατιανῆς.
