Wilchar 3 was archbishop of Sens and of the Gallic province; he was one of the twelve bishops sent from Francia by Charlemagne and Carloman (Karoulos 1 and Karoulomannos 2) to attend the Council of Rome in 769; they were all chosen for their knowledge of Scripture and canon law (see text cited under Ado 2): Lib. Pont. 96. 17 ("Vulcario, archiepiscopo provintiae Galliarum, civitate Senense"). He is named first in the list of bishops from Francia. On his titles, see Duchesne, Lib. Pont., p. 482, n. 29.
