Theophylaktos 23 was a priest and oikonomos, at Ipsos in Phrygia Salutaris; in 787 he represented the bishop of Ipsos, Georgios 67, at the Second Council of Nikaia (the Seventh Ecumenical Council) and was probably present at all eight sessions, from 24 September to 23 November 787: Mansi XII 998-XIII 486. In the list of those present at the first session he is styled Θεοφυλάκτου οἰκονόμου καὶ τοποτηρητοῦ Υψου (sic; restored as Υ̓ψοῦ): Mansi XII 998. In the list of those present at the seventh session he is styled Θεοφυλάκτου πρεσβυτέρου καὶ ἐκ προσώπου Ἰψοῦ (sic restored as Ἰψοῦ): Mansi XIII 372. In the list of names from the second session he is styled Θεοφύλακτος οἰκονόμος καὶ τοποτηρητὴς τοῦ Αψου (sic restored as Ἀψοῦ): Mansi XII 1107. In the list from the fourth session he is styled Θεοφύλακτος πρεσβύτερος, καὶ ἐκ προσώπου τοῦ θρόνου Γεωργίου ἐπισκόπου Υψου (sic restored as Υ̓ψοῦ): Mansi XIII 148. In the list from the seventh session he is styled Θεοφύλακτος πρεσβύτερος καὶ τοποτηρητὴς τοῦ θρόνου Υψου (sic restored as Υ̓ψοῦ): Mansi XIII 396. At the second session he supported the traditional veneration of icons as described in statements from pope Hadrian I (Hadrianos 1) and condemned iconoclasts: Mansi XII 1107. At the fourth session he subscribed the statements read out from the Fathers in support of the veneration of icons: Mansi XIII 148. At the seventh session he subscribed the statement of the faith adopted by the Council: Mansi XIII 396.
