Theophanes 22 was an imperial cleric (basilikos klerikos); he later became bishop of Kaisareia in Cappadocia; he enjoyed a reputation for learning with the emperor Basil I (Basilios 7), and, perhaps in 877, he conspired with Photios 1, then still in exile, to restore Photios 1 to the emperor's favour; he allegedly hid a book forged by Photios 1 in the imperial library and, after pretending to find it, arranged for Photios 1 to reveal to the emperor that it contained an heroic genealogy of the emperor's family and prophecies for a glorious future; as a reward for this, Basilios 7 made him bishop of Kaisareia in Cappadocia: Nicetas, Vita Ignatii 568A-B ((κληρικὸς μὲν τότε βασιλικὸς, καὶ δόξαν σοφίας ἱκανῶς ἔχειν παρὰ τῷ βασιλεῖ νομιζόμενος, ὕστερον δὲ Καισαρείας Καππαδοκίας ἐπίσκοπος γεγονὼς, ἆθλον δηλαδὴ τοῦτο τῆς κακοτεχνίας ταύτης λαβών). This is said to have been devised when Photios 1 had already spent ten years in exile (565C).
