Theophanes 19 was regionarius; during the winter of 710 and 711 he delivered a sealed imperial command to the bishop of Rome, Constantine (Konstantinos 136), then wintering at Hydruntum (Otranto) on his way to visit Constantinople, which ordered all imperial authorities to treat the pope as if he were the emperor himself during his journey: Lib. Pont. 90. 5 ("dum vero Ydronto moras faceret, eo quod hiemps erat, illic suscepit sigillum imperialem per Theophanium regionarium"). It is not clear whether he had come straight from Constantinople or had only brought it on from Rome. In his note on p. 394, Duchesne suggests that Theophanes was a subdiaconus regionarius of the Church of Rome, which if correct suggests that he had only travelled from Rome to deliver the order.
