Theodoros 63 was bishop of Peltai in Phrygia Pacatiana; in 692 he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 164, no. 174 (= Mansi XI 1001) (Θεόδωρος ἐπίσκοπος πόλεως Πελτῶν Πακατιανῆς).
