Theodoros 48 was vir gloriosissimus, apo hypaton, patrikios, komes of the basilikon opsikion and hypostrategos of Thrake; he was one of the laymen who attended the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681; he only attended those sessions at which the emperor himself was present (one to eleven and eighteen) and is named second in the list of laymen present on those occasions: Riedinger, p. 14, lines 20-21, p. 26, lines 21-22, p. 36, lines 2-3, p. 46, lines 25-26, p. 160, lines 23-24, p. 170, lines 16-17, p. 180, lines 20-21, p. 190, lines 17-18, p. 262, lines 17-18, p. 278, lines 17-18, p. 400, lines 17-18, p. 752, lines 16-17 (= Mansi XI 209, 217, 221, 229, 317, 321, 328, 333, 377, 388, 456, 625). He is styled Θεοδώρου τοῦ ἐνδοξοτάτου ἀπὸ ὑπάτων πατρικίου, κόμητος τοῦ βασιλικοῦ ὀψικίου καὶ ὑποστρατήγου Θρᾴκης; the old Latin version printed in Riedinger, p. 15, line 20, etc. (= Mansi XI 210, etc.) calls him "Theodoro glorioso exconsole patricio et comiti imperialis obsequii et substratego Thraciae". He was once asked by the priest Konstantinos 25 to speak to the Council on his behalf: Riedinger, p. 696, line 4 (= Mansi XI 617) (τοῦ πατρικίου Θεοδώρου τοῦ στρατηγοῦ). Cf. also Theodoros 3.
