Theodoros 41 was bishop of Ibora in Helenopontos; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at two of the last three sessions (sessions sixteen and eighteen, on 9 August and 16 September): Riedinger, pp. 690-828 (= Mansi XI 616-680). In the list of subscriptions to the statement of the faith, which condemned monotheletism, he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος πόλεως Ἰβώρων: Riedinger, p. 790, line 5 (= Mansi XI 648). The old Latin version printed in Riedinger calls his see "ciuitatis Hiborum": Riedinger, p. 791, line 5 (= Mansi XI 647). In the list of signatures to the Council he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος τῆς Ἰβοριτῶν πόλεως: Riedinger, p. 828, line 28 (= Mansi XI 680). The old Latin version, printed here only in the Mansi edition, calls his see "Iborensis Hellesponti provinciae": Mansi XI 679. In the lists of those attending each session he is called Θεοδώρου ἐπισκόπου Ἰβόρων: Riedinger, p. 690, line 20, p. 760, line 30 (= Mansi XI 616, 628). Possibly identical with Theodoros, bishop of Ibora, owner of a seal dateable to the early eighth century: Laurent, Corpus V 1, no. 429. Obv.: traces of an unidentifiable image and the letters -δι- or -αι-. Rev.: cruciform monogram of Θεοδώρου and the legend ἐπ[ισ]κόπου Ἰβώ[ρω]ν.
