Theodoros 38 was bishop of Iustinianopolis in Armenia Magna; his see was also known as the Klima of Akilisene (Ekklenzine, Ekelenzine; see below); in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at two of the last three sessions (sessions sixteen and eighteen, on 9 August and 16 September 681): Riedinger, pp. 688-786 (= Mansi XI 613- 646).
In the subscriptions to the statement of the faith, which condemned monotheletism, he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος τῆς Ἰουστινιανουπολιτῶν πόλεως ἤγουν τοῦ κλίματος Ἀκελετζινῆς: Riedinger, p. 786, lines 22-23 (= Mansi XI 645). The old Latin version printed in Riedinger calls his see "
