Theodoros 28 was bishop of Berissa in Armenia Secunda; he attended the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681 and was present at all eighteen sessions: Riedinger, pp. 18-827 (= Mansi XI 212-676). In the lists of subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος πόλεως Βερίσσης Ἀρμενίας: Riedinger, p. 792, line 4, p. 827, line 3 (= Mansi XI 649, 676). The old Latin version calls his see "Uerissae Armeniae": Riedinger, p. 793, line 4 (= Mansi XI 650). In the lists of those attending each session he is styled Θεοδώρου ἐπισκόπου Βερίσσης: Riedinger, p. 18, line 8, p. 30, line 10, etc. (= Mansi XI 212, 220, etc.). At the eighth session (7 March 681) he declared his acceptance of the doctrine of Two Wills and Two Energies as set out in documents from pope Agatho 1 and the Roman Council: Riedinger, p. 206, lines 10-17 (= Mansi XI 344).
