Symeon 3 was bishop of Theotokia (i.e. Apollonias) in Bithynia; in 692 he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 156, no. 101 (= Mansi XI 996) (Συμεὼν ἀνάξιος ἐπίσκοπος τῆς Θεοτοκιανῶν πόλεως τῆς Βιθυνῶν ἐπαρχίας).
