Stephanos 143 was bishop of Dora in Palestine; he attended all five sessions of the Lateran Council, from 5 October to 31 October 649, and in the list of bishops present is named in one hundred and fourth place: Conc. Lat., pp. 115, 181, 251 (the lists of those present at the third, fourth and fifth sessions) ("Stephano Dorense episcopo"). His name is missing from the lists of the first two sessions and has to be restored at p. 6, line 33, p. 7, line 33, and p. 35, line 26. He subscribed the definition of the faith agreed by the Council at its fifth session: Conc. Lat., p. 400, line 31 (Στέφανος ἐπίσκοπος Δώρων), p. 401, line 31 ("Stephanus episcopus sanctae Dorensis ecclesiae"). He was the bishop of Dora in Palestine and leader of the synod of Jerusalem: Conc. Lat., p. 36, lines 27-28 (Στέφανος ὁ ὁσιώτατος ἐπίσκοπος Δώρων, πρῶτος ὑπάρχων τῆς ἐν Ἱεροσολύμοις ἱερατικῆς δικαιοδοσίας), p. 46, lines 33-34 (Στέφανος ἐλέει θεοῦ ἐπίσκοπος Δώρων καὶ πρῶτος τῆς ὑπὸ τὸν πατριαρχικὸν Ἱεροσολύμων θρόνον τελούσης ἁγίας συνόδου), cf. p. 37, lines 23-24, and p. 36, lines 34 and 37, p. 37, lines 29 and 32, p. 38, line 1 with p. 39, line 1, p. 38, lines 14-16 (Στέφανος ἐλέει θεοῦ ἐπίσκοπος καὶ πρῶτος τῆς ὑπὸ τῶν Ἱεροσολύμων ἀρχιερατικὸν θρόνον τελούσης δικαιοδοσίας), p. 48, line 4 with p. 49, line 4. At the second session of the Lateran Council he was granted admission in order to present a libellus attacking the monotheletes: Conc. Lat., pp. 36-49, cf. p. 118, lines 11-12 with p. 119, line 11 (he identified the bishop of Faran, Theodoros, as the originator of the heresy). He records in the libellus that he had received a special commission from pope Theodore (Theodoros 49) to act as his representative (τοποτηρητήν με καταστησάμενος ἑαυτοῦ δι' οἰκείων ἀποστολικῶν γραμμάτων) and to examine the cases of a number of eastern bishops whose election was allegedly uncanonical; he had carried out his commission and deposed those wrongly appointed: Conc. Lat., p. 46, lines 8-19 with p. 47, lines 8-18.
