Stephanos 39 was priest and bishop-elect (ὑποψήφιος) of Otrous in Phrygia Salutaris; in 787 he attended the Second Council of Nikaia (the Seventh Ecumenical Council) as representative of the see of Otrous and was probably present at all eight sessions, from 24 September to 23 November 787: Mansi XII 998-XIII 486. In the list of those present at the first session he is styled Στεφάνου ὑποψηφίου Ὀτρῶν: Mansi XII 998. In the list of those present at the seventh session he is styled Στεφάνου πρεσβυτέρου καὶ ἐκ προσώπου Ὀτρου (no accent given, read: Ὄτρου): Mansi XIII 372. In the list of names from the second session he is styled Στέφανος ὑποψηφίος Ὀτρου: Mansi XII 1107 (again without accent, read: Ὄτρου). In the list of names from the fourth session he is styled Στέφανος πρεσβύτερος καὶ ἐκ προσώπου τοῦ θρόνου Ὀστρου (sic; read: Ὄστρου): Mansi XIII 149.
