Stephanos 25 was bishop of Ankyra in Galatia; in 692 he attended the Quinisext Council at Constantinople, where he signed the canons: Ohme, Bischofsliste, p. 146, no. 16 (= Mansi XI 989) (Στέφανος ἐλάχιστος ἐπίσκοπος Ἀγκυρανῶν φιλοχρίστου μητροπόλεως τῆς πρώτης τῶν Γαλατῶν ἐπαρχίας).
Probably identical with the bishop of Ankyra, Stephanos, the owner of a seal dateable to the seventh or eighth century: Laurent, Corpus V 1, 336. Obv.: invocative monogram of Θεοτόκε βοήθει. Rev.: <+> Στε - φανου - Αγκυρ - ας+.
