Stephanos 21 was bishop of Anazarbos in Cilicia Secunda; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at sessions sixteen and eighteen (on 9 August and 16 September): Riedinger, pp. 686-824 (= Mansi XI 613-672). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Στέφανος ἐλέει Θεοῦ ἐπίσκοπος τῆς Ἀναζαρβέων μητροπόλεως τῆς δευτέρας τῶν Κιλίκων ἐπαρχίας: Riedinger, p. 784, lines 11-12, p. 824, lines 26-27 (= Mansi XI 644, 672) (the old Latin version printed in Riedinger, p. 785, line 11 (= Mansi XI 643) calls his see "Anazarui\n metropoleos secundae Ciliciae regionis"), cf. Riedinger, p. 893, lines 16-17 (= Mansi XI 692). In the lists of those attending each session he is styled Στεφάνου ἐπισκόπου Ἀναζάρβου: Riedinger, p. 686, line 18, p. 756, line 24 (= Mansi XI 613, 628). He was among the signatories to the copy of the definition of the faith sent to the bishop of Rome, Agatho 1, signing on behalf of himself and the bishops under him: Riedinger, p. 893, lines 16-17 (= Mansi XI 692) (ὑπὲρ ἐμαυτοῦ καὶ τῆς ὑπ' ἐμὲ συνόδου). His name occurs in the list printed in Riedinger, p. 736, lines 1-2 (= Mansi XI 696), with his see and province.
