Sklabounos 1 was the ruler of the Seberoi in Bulgaria (τὸν Σεβέρων ἄρχοντα Σκλαβοῦνον), he was responsible for many misfortunes in Thrace; in 765 he was kidnapped in Bulgaria in a surprise raid by agents of the emperor Constantine V (Konstantinos 7): Theoph. AM 6256. The Seberoi was perhaps a Slavonic tribe subject to the Bulgars and Sklabounos their ruler; cf. Browning, Byzantium and Bulgaria, p. 127.
