Reginos 1 was bishop of Panion in Thrace; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at two of the last three sessions (sessions sixteen and eighteen, on August 9 and September 16): Riedinger II 2. 688-826 (= Mansi XI 613-676). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Ῥηγῖνος ἐλέῳ Θεοῦ ἐπίσκοπος τοῦ Πανίου τῆς Θρᾳκῶν χώρας (at Riedinger II 2. 826, line 13 (= Mansi XI 676) the words τῆς Θρᾳκῶν χώρας are omitted): Riedinger II 2. 788, line 13, 826, line 13 (= Mansi XI 648, 676). The old Latin version at Riedinger II 2. 789, line 13 (= Mansi XI 647) calls him "episcopus Panii Thraciae prouinciae". In the lists of those attending each session he is styled Ῥηγίνου ἐπισκόπου τοῦ Πανίου: Riedinger II 2. 688, line 22, 758, line 28 (= Mansi XI 613, 628).
