Photios 5 was bishop of Ibora in Helenopontos; in 692 he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 158, no. 117 (= Mansi XI 997) (Φώτιος ἀνάξιος ἐπίσκοπος πόλεως Ἰβώρων τῆς Ἑλενοποντίων ἐπαρχίας).

He is probably identical with Photios, bishop of Ibora, owner of a seal dateable to the eighth century: Laurent, Corpus V 1, 428 = Schlumberger, Sig., p. 297 (tenth century, wrongly). Obv.: image of St Ouranios and the legend ὁ ἅγιος Οὐρ[ά]ν[ιοσ] ἐπίσκοπος Ἰβόρον. Rev.: invocative monogram of Θεοτόκε βοήθει and the legend Φωτίῳ ἐπισκόπῳ Ἰβορίων.
