Photios 4 was bishop of Sebastopolis (in Armenia Secunda); in 692 he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 158, no. 114 (= Mansi XI 997) (Φώτιος ἀνάξιος ἐπίσκοπος πόλεως Σεβαστουπολιτῶν). His province is not named. In the list of signatures he appears after bishops of Armenia Magna and before those of Helenopontos.
