Phokas 3 was basilikos spatharokandidatos and protonotarios of Peloponnesos; owner of two similar seals dateable to the ninth or tenth century (possibly the late ninth or early tenth century according to Shandrovskaya and Sokolova, in Winkelmann, Rangstruktur, p. 126): Schlumberger, Mélanges, 223, Konstantopoulos, JIAN 5, 75. The name and titles read: Φωκᾷ βασιλικῷ σπαθαροκανδιδάτῳ καὶ πρωτονοταρίῳ Πελοποννήσου.
