Phokas 1 was bishop of Dadybra in Paphlagonia; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at two of the last three sessions (sessions sixteen and eighteen, on 9 August and 16 September 681): Riedinger II 2. 690-828 (= Mansi XI 616-680). In the subscriptions to the statement of the faith, which condemned monotheletism, he is styled Φωκᾶς ἐλέει Θεοῦ ἐπίσκοπος Δαδύβρων: Riedinger II 2. 792, line 17 (= Mansi XI 652). In the signatures to the Council he is styled Φωκᾶς ἐλέει Θεοῦ ἐπίσκοπος τῆς Δαδυβρηνῶν πόλεως: Riedinger II 2. 828, line 16 (= Mansi XI 680). The old Latin version calls his see "ciuitatis Dadybrorum": Riedinger II 2. 793, line 18 (= Mansi XI 651). In the lists of those present at each session he is styled Φωκᾶ ἐπισκόπου Δαδίβρων: Riedinger II 2. 690, line 25, 762, line 2 (which has Δαδύβρων) (= Mansi XI 616, 628). Still bishop in 692, he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 161, no. 143 (= Mansi XI 1000) (Φωκᾶς ἀνάξιος ἐπίσκοπος πόλεως Δαδύβρων).
