Phloros 4 was bishop of Caesena (in Flaminia in N. Italy); he was one of the hundred and twenty-five Western bishops who attended the council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger II 2. 158, lines 16-17 (= Mansi XI 315-316) (Φλῶρος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας Κεσιτούνης ; the old Latin version printed in Riedinger II 2. 159, line 14 calls him "Florus episcopus sanctae ecclesiae Caesinatis").
