Phloros 3 was bishop of Furcona (Forconium, in Central Italy); he was one of the hundred and twenty-five Western bishops who attended the council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger II 2. 146, lines 7-9 (= Mansi XI 303-304) (Φλῶρος ἐλάχιστος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας Φουρκόνης; the old Latin version printed in Riedinger II 2. 147, line 5 calls his see "sanctae ecclesiae Furcuninsae").
