Petros 23 was a vir gloriosissimus, apo hypaton; he was one of the laymen who attended the Third Council of Constantinople (the Sixth Ecumenical Council); he attended all eighteen sessions (from 6 November 680 to 16 September 681); at those sessions at which the emperor was present (one to eleven and eighteen) he is named twelfth in the list of thirteen laymen in attendance; at the others (sessions twelve to seventeen) he is named fourth of the four laymen present as representatives of the emperor (see Konstantinos 21): Riedinger II 2. 14, line 29, 28, line 2, 36, line 15, 48, line 1, 162, line 4, 170, line 29, 180, line 29, 190, line 30, 262, line 30, 278, line 30, 400, line 30, 514, line 21, 570, line 6, 628, line 22, 664, line 31, 682, line 30, 706, line 8, 754, line 3 (= Mansi XI 209, 217, 221, 229, 317, 321, 328, 333, 380, 388, 457, 520, 549, 584, 604, 612, 621, 625). He is styled Πέτρου τοῦ ἐνδοξοτάτου ἀπὸ ὑπάτων; the old Latin version printed in Riedinger II 2. 15, line 30, etc. (= Mansi XI 210, etc.) calls him "Petro glorioso exconsule". At the eighth session he received a copy of the works of Athanasios from the patriarchal library for comparison with quotations selected by the monothelete patriarch Makarios 1: Riedinger II 2. 232, lines 24-27 (= Mansi XI 360) (Πέτρος ὃν ἐνδοξότατος ὕπατος). He and the three other laymen (see Konstantinos 21) were named by the emperor at the close of the eleventh session as his representatives: Riedinger II 2. 512, lines 20-21 (= Mansi XI 517).
