Petros 21 was bishop of Appia in Pacatiana; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at the last eight sessions (sessions eleven to eighteen, from 20 March to 16 September): Riedinger II 2. 406-828 (= Mansi XI 460- 680). In the subscriptions to the statement of the faith, which condemned monotheletism, he is styled Πέτρος ἐλέει Θεοῦ ἐπίσκοπος πόλεως Ἀππίας: Riedinger II 2. 794, line 5 (= Mansi XI 652). In the subscriptions to the Council he is styled Πέτρος ἐλέει Θεοῦ ἐπίσκοπος πόλεως Ἀππίας ἐπαρχίας Πακατιανῆς: Riedinger II 2. 828, line 7 (= Mansi XI 680). The old Latin version at Riedinger II 2. 795, line 6 (= Mansi XI 651) calls his see "ciuitatis Appiae".
