Paulos 38 was bishop of Messana; owner of a seal dateable to the eighth century: Laurent, Corpus V 1, no. 900. Obv.: Virgin and Child with the invocative legend Θεοτόκε βοήθει τῷ σῷ δούλῳ. Rev.: Παυλω - επισκ - Μεσιν - αμην. The text reads: Παύλῳ ἐπισκόπῳ Μεσίνης ἀμήν. This seal closely resembles that of Niketas 57 (bishop of Tauromenion) and the two bishops presumably flourished in the same period.
