Paulos 17 was vir gloriosissimus, apo hypaton and dioiketes of the eastern provinces; he was one of the laymen who attended the Third Council of Constantinople (the Sixth Ecumenical Council); he only attended those sessions at which the emperor was present (sessions one to eleven and eighteen, from 6 November 680 to 16 September 681) and is named eleventh of the thirteen laymen present on those occasions: Riedinger II 2. 14, line 32, 28, line 1, 36, line 14, 46, line 37, 162, line 3, 170, line 28, 180, line 32, 190, line 29, 262, line 29, 278, line 29, 400, line 29, 754, line 2 (= Mansi XI 209, 217, 221, 229, 317, 321, 328, 333, 380, 388, 456, 625). He is styled Παύλου τοῦ ἐνδοξοτάτου ἀπὸ ὑπάτων καὶ διοικητοῦ τῶν ἀνατολικῶν ἐπαρχιῶν; the old Latin version printed in Riedinger II 2. 15, line 29, etc. (= Mansi XI 210, etc.) calls him "Paulo glorioso exconsule et dispositore orientalium prouinciarum".
