Paulos 16 was vir gloriosissimus, apo hypaton and patrikios; one of the laymen who attended the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681, he was one of those who is attested only at those sessions at which the emperor himself was present (sessions one to eleven and eighteen); he is named fourth in the list of the laymen present at each session: Riedinger II 2. 14, line 23, 26, line 24, 36, line 5, 46, line 28, 160, line 26, 170, line 19, 180, line 23, 190, line 20, 262, line 20, 278, line 20, 400, line 20, 752, line 19 (= Mansi XI 209, 217, 221, 229, 317, 321, 328, 333, 380, 388, 456, 625). He is styled Παύλου τοῦ ἐνδοξοτάτου ἀπὸ ὑπάτων πατρικίου; the old Latin version printed in Riedinger II 2. 15, line 22, etc. (= Mansi XI 210, etc.) calls him "Paulo glorioso exconsule patricio".
