Paulos 13 was bishop of Altinum in Istria; he was one of the hundred and twenty-five Western bishops who attended the Council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger II 2. 154, lines 33-35 (= Mansi XI 311-312) (Παῦλος ἐλάχιστος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας Ἀλτινένσου ἐπαρχίας Ἰστρίας; the old Latin version printed in Riedinger II 2. 155, line 23 calls his see "sanctae ecclesiae Altinensis prouinciae Pentapolim"; the text is confused, cf. Paulos 14).
