Michael 13 was bishop of Tios; in 787 he attended the final session of the Second Council of Nikaia (the Seventh Ecumenical Council), where he subscribed the statement of the faith adopted by the Council: Mansi XIII 373 (styled Μιχαὴλ ἐπισκόπου τῆς Τίου; he is named near the end of the list of those present), XIII 392 (styled Μιχαὴλ ἀνάξιος ἐπίσκοπος τῆς Τίου). He is named at XIII 392 with the bishops of Krateia, Prousias, Komana and Kerasous; his see was therefore Tios (Tieum) in Honorias. The see was represented at the first session of the Council by Theophylaktos 17 and at the second by Sabas 3. No representative is recorded among those named at the fourth session.
