Mamas 1 was the bishop of Tiberias; in 692 he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 153, no. 70 (= Mansi XI 993) (Μάμας ἐλέῳ θεοῦ ἐπίσκοπος Τιβεριάδος). His see was Tiberias in Palaestina Secunda, now under Arab rule; he was probably a refugee; see Ohme, Bischofsliste, p. 312. On the identification of this see as Severias or Sibora, in Cappadocia or Armenia, see Ramsay, Historical Geography, p. 302, but cf. the doubts of Jones, Cities, pp. 433-434 (placing it in Armenia Magna and rejecting the identification with Sibora).
