Leo 30 was bishop of Phokeia (Phokia, Phokaia) in Asia; in 787 he attended the Second Council of Nikaia (the Seventh Ecumenical Council) and was probably present at all eight sessions, from 24 September to 23 November 787: Mansi XII 995-XIII 486. In the lists of those present at the first and seventh sessions he is styled Λέοντος ἐπισκόπου Φωκεί ας: Mansi XII 995, XIII 368. Elsewhere he is styled Λέων ὁ ὁσιώτατος ἐπίσκοπος Φωκίας (or Φωκείας) or similar: Mansi XII 1099, XIII 56, XIII 61, XIII 85, XIII 141, XIII 184, XIII 385. At the second session he supported the traditional veneration of icons as described in statements from pope Hadrian I (Hadrianos 1) and condemned iconoclasts: Mansi XII 1099. At the fourth session he rejoiced that the divine scriptures were turning their [the assembled Fathers in Council] minds from impiety [iconoclasm] and filling them with divine knowledge: Mansi XIII 56. He recalled that the Scriptures decried false oaths and so they were no longer bound by their false oaths: Mansi XIII 61-64. He spoke of the large number of books which were being read, all confirming the Council in its attitude towards the sacred icons: Mansi XIII 85. Later he subscribed to the statements read out from the Fathers in support of the veneration of icons: Mansi XIII 141. At the fifth session he mentioned that the iconoclasts had burned over thirty books at Phokeia: Mansi XIII 184-85. At the seventh session he subscribed the statement of the faith adopted by the Council: Mansi XIII 385.

He is perhaps identical with Leo bishop of Phokaia of whom a seal, dateable to the eighth century, survives: Laurent, Corpus V 1, 284. Obv.: invocative monogram of Κύριε βοήθει. Rev.: +Λεο - ντη επ - ισκ(όπῳ) Φω - κιας.
