Kyprianos 3 was a bishop of Klaudiopolis in Honorias; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at the last nine sessions (from ten to eighteen, from 18 March to 16 September): Riedinger, pp. 280-824 (= Mansi XI 389-672).

In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, Kyprianos 3 is styled Κυπριανὸς ἐλέει Θεοῦ ἐπίσκοπος τῆς Κλαυδιουπολιτῶν μητροπόλεως τῆς Ὁνωρεατῶν ἐπαρχίας: Riedinger, p. 782, line 11, p. 824, line 1, cf. p. 892, line 25 (= Mansi XI 644, 672, cf. 692). In the lists of those attending each session he is called Κυπριανοῦ ἐπίσκοπου Κλαυδιουπόλεως: Riedinger, p. 280, line 25, p. 402, line 34, etc. (= Mansi XI 389, 457, etc.) (except in the list for the eighteenth session, where he is Κυπριανοῦ ἐπισκόπου Κλαυδιουπόλεως τῆς Ὁνωρεατῶν ἐπαρχίας, Riedinger, p. 756, line 11 = Mansi XI 625). He was among the signatories to the copy of the definition of the faith sent to the bishop of Rome, Agatho 1, signing on behalf of himself and the bishops under him: Riedinger, p. 892, line 25 (= Mansi XI 692) (ὑπὲρ ἐμαυτοῦ καὶ τῆς ὑπ' ἐμὲ συνόδου). His name occurs in the list printed in Riedinger, p. 732, line 15 (= Mansi XI 693).

Still bishop of Klaudiopolis in Honorias in 692, Kyprianos 3 attended the Quinisext Council at Constantinople, where he signed the canons: Ohme, Bischofsliste, p. 148, no. 29 (= Mansi XI 989) (Κυπριανὸς χάριτι Χριστοῦ τοῦ Θεοῦ ἐπίσκοπος τῆς Κλαυδιουπόλεως Ὁνωρεατῶν ἐπαρχίας).
