Isaakios 9 is mentioned in a letter of Theodore the Stoudite (Theodoros 15) written in 815/816, where he is referred to as κυρῷ (p. 224, line 22): Theod. Stud., Ep. 106, pp. 223-224. The term suggests that he was a person of high rank.
